19 Bills tabled on Day 1 of Assam Legislative Assembly Autumn Session

On the first day of the four-day autumn session of the 14th Assam Legislative Assembly, the State government tabled 19 Bills

GUWAHATI: On the first day of the four-day autumn session of the 14th Assam Legislative Assembly, the State government tabled 19 Bills in the house.

Out of the total Bills, five are new and 14 others have been tabled for amendment.

The new Bills are:

* The Birangana Sati Sadhani Rajyik Vishwavidyalaya Bill, 2020.

* The Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2020.

* The Assam Skill University Bill, 2020.

* The Assam Agricultural Produce & Livestock Marketing (Promotion & Facilitation) Bill, 2020.

* The Assam Heritage (Tangible) Protection, Preservation, Conservation and Maintenance Bill, 2020.

The bills that have been tabled for amendment are as follows:

* The Factories (Assam Amendment) Bill, 2020.

* The Factories (Assam Second Amendment) Bill, 2020.

* The Industrial Disputes (Assam Amendment) Bill, 2020.

* The Contract Labour (Regulation and Abolition) (Assam Amendment) Bill, 2020.

* The Assam Value Added Tax (Amendment) Bill, 2020.

* The Assam Taxation (Liquidation of Arrear Dues) (Amendment) Bill, 2020.

* The Assam Goods and Services Tax (Amendment) Bill, 2020.

* The Assam Fiscal Responsibility and Budget Management (Amendment) Bill, 2020.

* The Assam College Employees (Provincialization) (Amendment) Bill, 2020.

* The Assam Inland Water Transport Regulatory Authority (Amendment) Bill, 2020.

* The Bengal, Agra and Assam Civil Courts (Assam Amendment) Bill, 2020.

* The National Law University and Judicial Academy, Assam (Amendment), Bill, 2020.

* The Guwahati Metropolitan Development Authority (Amendment) Bill, 2020.

* The Assam Municipal (Amendment) Bill, 2020.

According to The Assam Heritage (Tangible) Protection, Preservation, Conservation and Maintenance Bill, 2020, the Act will enlighten the rich tangible heritage of the State. Through this Act, the process of the protection, conservation, development of the tangible heritage of Assam would be accelerated. The tangible heritage includes all the material remains such as archaeological site, historical monuments, artifacts and object that are significant to a community and human such Sattras, Monasteries, Stupas, Namghar, Mosque, Dargah, Church etc. which have been in existence of not less than 75 years, which have historical, esthetic or architectural value of which are not covered by the Assam Ancient Monument's and Records Act 1959.

In this Act under the section 5, an "Advisory Committee" would be constructed. This Committee will be chaired by the Minister of Cultural Affairs (Archaeology) followed by the Chief Secretary as Vice Chairman. The Committee will also include senior most secretary of the Department of Education, Tax, Forest and Environment, Urban Development, Finance, Guwahati Development, Panchayat and Rural Development and along with the Chief Secretaries of BTAD, KAADC, NCHADC as a member.

The Committee will finalize the list of tangible heritage of Assam and send for approval to the Government. The Committee will advice the Government from time to time for the conservation, preservation and maintenance of the tangible heritage of the State.
