GUWAHATI: The Assam Pradesh Congress Committee (APCC) on Thursday submitted a memorandum to Governor Jagdish Mukhi and urged him to summon the authorities concerned and take immediate measures for mitigating the problems caused by floods in Guwahati city, along with providing relief to the citizens.

The memorandum stated that although it has been years since Guwahati was declared a Smart City, the inhabitants of Guwahati have not seen anything to that effect. Instead, they have been forced to live in uninhabitable conditions due to flash floods, poor drainage system, poor garbage disposal system and landslides. The flash flood situation has also led to great loss of property for people whose houses are inundated with flood water every year, the memorandum stated, adding that one hour of rainfall puts the city out of gear.

The memorandum further stated: "On top of that the Hon'ble CM of Assam, instead of trying to find a solution to this problem, has commented that such a situation has occurred this time due to heavy rain. The Congress party condemns such irresponsible comments of the CM. The CM himself had held the Ministry of GMDA for a long time so he should know about the issues and try to solve the problems."

The memorandum also mentioned that while the entire State is reeling under floods, neither has a relief and rehabilitation package been announced by the Central Government, nor any adequate measures have been taken by the State Government.

It is pertinent to mention that the delegation also submitted a separate memorandum in connection with the alleged police action inside the AICC headquarters in Delhi and the Rajiv Bhawan in Guwahati recently. Alleging that the police "pushed and pulled" even women members of the APCC inside the Rajiv Bhawan premises, the memorandum requested the Governor to institute an independent inquiry into the incident.

The APCC delegation to the Raj Bhawan was led by its president Bhupen Kumar Borah and included working president Rana Gosmani, MP Abdul Khaleque, MLAs Rakibul Hussain and Pradip Sarkar.
