Assam State Jamiat Ulama Suggests Reservations In Parliament For Indigenous People

GUWAHATI: The Assam State Jamiat Ulama submitted a memorandum to the chairman of the high level committee on Clause – 6 of Assam Accord, constituted by the Ministry of Home Affairs and forwarded some suggestions.

The organization pointed out that reservation of seats in parliament, in Assembly, reservation in employment under the Central Government, semi-central government, central PSUs and private sector in Assam and protection of land rights of indigenous, tribal indigenous Assamese and other indigenous people of Assam have not been included within the terms of reference of the committee. Jamiat recommends giving equal justice to all sections of people of Assam, ensuring lawful rights of all such people. They suggested reservation of seats in Parliament, reservation in employment under State government, Central government and semi-central government.

Land mafia syndicates, big business houses and some other people have illegally occupied large areas of the State. Jamiat suggested that the government take back such lands by vigorously evicting those illegal occupiers.

“There is a third category of land in the unsurveyed areas and char villages under occupation of illegal encroachers. Land pattas should be issued to the legally allotted benificiaries which will ensure protection of such land and payment revenues,” said Jamiat general secretary Hafiz Bashir Ahmed Qasimi.

Jamiat pointed out that large areas of land adjoining Assam-Nagaland, Assam-Meghalaya, Assam-Arunachal, Assam-Mizoram borders have already been encroached upon by the people of those states. Such areas are mostly under the forest department of the State, as such, those settlers should be declared as forest villagers and enforce a new rule compelling these people to grow at least a hundred valuable trees per family.

Claiming that there is sufficient land in Assam, Jamiat recommended that the same is allotted and utilized methodically and systematically in the interest of all the indigenous people of the State. The organization also suggested that all water bodies and water courses in Assam should be cleared of illegal encroachment by making stringent laws.
