GMC lists conditions to grant trade licenses to salons, spas, beauty parlours

GUWAHATI: Uncertainty prevails among owners of salons, spas and beauty parlours after the Guwahati Municipal Corporation (GMC) recently conducted a raid and sealed M/s The Waves Spa & Salon situated at Lachit Nagar, Ulubari for violation of GMC rules and bye-laws. The spa and salon did not have a valid trade license and there were also complaints against it.

In an order dated 13.11.2011, the GMC stated that it was guided by the principle of 'Ease of Doing Business' and had no objection to entrepreneurs starting hair-cutting salons/ beauty parlours/ spas in the city. Several complaints have been received from citizens alleging several malpractices in certain spas and unisex parlours which have been deemed to be detrimental to a civic society and so, the Corporation was bound to respect public morality and the laws which govern civic society. Adhering to the norms of civil society, the Corporation shall issue trade licenses to hair-cutting salons/ beauty parlours/ spas subject to certain guidelines with due regard to the fundamental principle of the Guwahati Municipal Corporation Act.

The guidelines mentioned in the order are –

• There shall not be any exclusive rooms or chambers within the premises of the parlour/spa/salon.

• Main doors should be transparent.

• There should be qualified therapists in respect of spas/unisex parlours

• Therapy or massage cannot be provided by the opposite sex.

• Provision of steam bath may be provided but in no case opposite sex shall assist in any way.

•Address and phone numbers of persons visiting the aforesaid trade establishments must be maintained.
