GUWAHATI: In a bid to make the services of the Transport Department more transparent and people-friendly, Chief Minister Himanta Biswa Sarma has directed the Transport Department and the DTOs (District Transport Officers) to "make the maximum transport services online. The CM also launched the "Online Learner-License facility from home" and the 'mVahan with Fitness' facility.

These steps were taken during a review meeting of the DTOs at the Assam Administrative Staff College here on Friday.

Taking part in the meeting, the Chief Minister launched the contactless online 'Learner-License Facility from Home and also the mVahan with Fitness Everywhere' App.

Developed by the NIC (National Informatics Centre), with the launching of the Aadhaar-based contactless online learner's licence test from home facility, the applicants will be able to get their Learner's License by appearing for a test from their respective homes using an Aadhaar-based authentication mechanism without visiting the DTO office. However, those who do not have Aadhaar can avail the advantage of the present system till March 31, 2022.

On the other hand, the 'mVahan' app, also created by the NIC is an android mobile-based application for issuing vehicle fitness certificates of registered Transport vehicles. This application makes the vehicle's fitness testing process easy and convenient for the public, besides reducing the time needed to get the fitness certificate for vehicles.

The Chief Minister reviewed the functioning of the department, the status of implementation of road safety protocols and revenue collection. Further, a preliminary discussion on providing 18 services of the department through the online system within May 10, 2022, was also discussed in the meeting.

Underlining the need for a paradigm shift in the Department, the Chief Minister urged the DTOs to develop a more people-friendly environment in their offices by introducing citizen-centric services. He directed the department to make maximum services faceless and contactless so that people can avail themselves of them without coming to DTO offices.

Further, reviewing the road safety front, the Chief Minister emphasized constant research to reduce the number of road accident-related fatalities. He directed the DTOs to hold a meeting with Police and Health Department officials every three months to assess the road safety measures and carry out the necessary interventions. He also asked the department to work for new legislation incorporating stringent penal provisions for violators and safety-enforcement measures.

The Transport Department in the meeting also exchanged an MoU with Ms KD Iron and Steel Co. for a registered vehicle scrapping facility. This project will be implemented with a financial outlay of Rs 75 crore. As per the MoU, a collection and dismantling centre would be developed at Moranjana, Rangia in the Kamrup District for End of Life Vehicles, stated a press release.
