Phase-II of transfer of teachers after PTR rationalization: Education Minister Ranoj Pegu

GUWAHATI: State Education Minister Ranoj Pegu has made it clear that inter-district transfer of teachers is not possible as the teachers select their districts themselves at the time of recruitment. Apart from this, the department advertises posts based on district-wise vacancies. If the department transfers teachers from one district to another, it will lead to a decrease in teachers in some districts and an increase in others.

In his clarification on the transfer of teachers uploaded to Twitter, Pegu said that the department has already transferred 12,036 teachers in the first phase through the online process. "The next phase of the transfer of teachers will be a week before the Durga Puja holiday after the rationalization of teachers to balance the PTR (pupil-teacher ratio). Consequently, the Teacher Transfer Act 2017 provides for the transfer of teachers who have completed 10 years only on the condition of maintaining the PTR and specifies the grounds for transfer," he said.

He said, "The number of students in proportion to teachers in Dhubri, South Shalmara, and Mankachar districts is high. It is not easy to transfer teachers from high-PTR districts. On the other hand, Shivsagar, Charideo, Kamrup-Metro, Kamrup, etc., districts have low PTR (where the ratio of students against teachers is low). It is difficult to approve applications for inter-district transfers of teachers in such districts."

The minister further said that subject PTR (pupil-teacher ratio in particular subjects) also poses problems as transfers of teachers of a particular subject to a particular district where the number of teachers of the subject is higher than in a district that faces a dearth of teachers of the subject. The minister said that the department is examining the subject PTR.

"The most convenient method of transfer is mutual transfer. We will publish the names of the candidates on the portal soon to facilitate the search for aspiring partners," the minister said.
