GUWAHATI: Chief Minister Sarbananda Sonowal said that with the policy of sabka saath, sabka vikaash, sabka biswas Prime Minister Narendra Modi helped Assam being self-reliant by identifying probable resources that were yet to be discovered.
Addressing the people of the State from Judges' Field on August 15, Sonowal said, "We're ready to turn adversities into opportunities. Disasters do bring new avenues. To add pace to the agriculture economy in the State, I'm going to make a few announces. Our government has taken a decision to set up rice clusters in Dhemaji and Baksa districts as applied schemes. We've ready markets for ahu, shali, boro, bao etc. In order to ensure MSP (minimum support prices) to farmers, we're going to set up paddy procurement centres in various districts in the State. We're going to offer 30 per cent subsidies for the setting up of 220 rice mills in the State. We've a decision to provide 1,000 subsidized mini trucks to local youths and self-help groups so as to do away with the existing bottlenecks in connectivity between fields and markets.
"We're going to set up a centre of excellence for organic agriculture in Biswanath district. We've also decided to set a dairy industry in each district in the State in the PPP (Public-private-partnership) mode. As applied scheme, Morigaon, Sonitpur and Bajali districts have been taken in phase 1. We've also decided to set up cold-storage facilities in each and every district.
"We've taken measures to free government lands, VGR (Village Grazing Reserves) and PGR (Professional Grazing Reserve) from encroachers. We're not going to compromise in implementation of the Assam Accord. We've taken steps with sincerity to make Assam free from foreigners. We're committed to implement each and every clause of the Assam Accord in letter and spirit. With a view to make the Assamese language to survive, it has been made compulsory in all English and vernacular schools in the State barring the BTAD, Barak Valley and the hill districts.
"The State government is going to send its report on the modalities for according ST status to the six ethic groups of the State to the Centre as soon as the Group of Ministers (GoM) prepares the modalities. Even as the corona pandemic has delayed the preparations of the modalities, the GoM has met recently to prepare it."
