Show-cause notice issued to DTO Gautam Das

GUWAHATI: Adil Khan, Secretary to the Government of Assam, Transport Department, has issued a show-cause notice to Gautam Das, Assistant Commissioner of Transport and DTO (R&L), Kamrup (metro).

The Secretary had visited the District Transport Office, Kamrup (metro), on Monday at 11 am. Out of 42 employees, 21 were found absent. Moreover, the Motor Vehicle Inspectors (MVIs) were not wearing uniform. The Secretary also found a large number of people at different counters in the office, complaining that their works were not being done on time.

The Secretary issued a show-cause notice to Gautam Das, Assistant Commissioner of Transport and DTO (R&L), Kamrup (metro), under Rule 9 of the Assam Services (Discipline & Appeal) Rules 1964 read with Article 311 of the Constitution of India.

The show-cause notice stated, "Being a responsible officer you should have maintained a strict vigil over the functioning of your office/staff and their delivery of service as per laid down norms. You have not made efforts to ensure punctuality in subordinate officers/ staff who are found to remain absent without authority. This causes inconvenience for visitors as well as delay in time-bound service delivery. Being the designated superior you have failed to conduct routine checks on all entities operational within the premises of your office leading to unauthorized kiosks/counters. You have failed to uphold the decorum of official set up and this was evident in the callous attitude of the officers / staff towards the general public visiting for redressal of their grievance. You have also failed to enforce that everyone attends to his/her duties in proper formal wear which is mandatory in every government office for every employee. You have been non-committal to ensuring that all uniformed officers/ staff under you adhere to proper dress code. You have failed to make service delivery transparent and accountable in your office resulting in general public gathering in your office to get their work done even though majority of services are now online/ contactless."

Gautam Das has been given 10 days' time to submit his written statement of defence.
