SIs engaged for CCTNS data entry not to be posted in police stations, order issued

GUWAHATI: The Additional Director General of Police, CID, Assam has issued an order stating that the 25 Sub-Inspectors (Programmer) who are on the rolls of the CID headquarter, should not be assigned any duties in police stations.

The order stated that the SI (Programmer) who are on the rolls of CID HQ have been attached to various districts basically to monitor the functioning of Criminal Tracking Networks and Systems (CCTNS) data entry and data integrity. Assam has been identified as a pilot state for launch of the ICJS project by the Ministry of Home Affairs. The High Court e-governance committee is closely monitoring the consumption of data entered in CCTNS by e-courts module of ICIS. As data entry in most the police stations is not entered properly, most of the entries in CCTNS are rejected by e-courts module.

The Ministry of Home Affairs has recently launched NAFIS (National Automated Fingerprint Identification System) and all police stations are supposed to enter the fingerprints of accused on a real time basis for effective functioning of the system. There were 328 data entry operators till December 2021, but based on orders of the Chief Minister, additional 98 AP Bn constables were selected, trained and posted to various police stations. The Chief Minister has recently approved recruitment of 250 new DEOs for various police stations and they will be recuited shortly.

The SIs (Prog) should closely monitor the performance all these DEOs on a day-to-day basis and submit monthly reports. The continuation of the newly-recruited DEOs will depend on the reports submitted by SIs (Prog). "Hence all SPs/ DCPs are requested not to assign any thana/ OP duties to the SIs (Prog) but ensure that they focus only on CCTNS/ ICIS/ NAFIS and for any technical assistance to other I/Os in using First Responder Kits in cyber crime cases etc," stated the order.
