Submit utilization certificates of contingency funds by November: Accountant General

GUWAHATI: The AG (Accountant General) has asked 42 departments of the State government to submit their utilization certificates (UCs) of contingency funds withdrawn till 2018-19 by November 2020.

The 42 departments have not yet submitted their DCC (Detailed Countersigned Contingency) Bills amounting to Rs 9,65,82,00,597 up to 2018-19.

A contingency fund is cash or other assets reserved to address departments' unforeseen circumstances like holding of seminars, welcoming guests, official tours, emergent purchase of stationery etc.

Till 2018-19, the 42 departments withdrew Rs 9,65,82,00,597 through 1,323 AC (Advanced Contingency) Bills. However, the departments have not submitted their UCs (Utilization Certificates) as yet. And it has come to the notice of the AG that has set the November deadline for the defaulting departments for the submission of UCs.

The withdrawal of contingency funds of some of the departments is very huge till 2018-19. Such a huge default makes many raise their eyebrows. While the Transport department withdrew Rs 1,46,96,00,262 through nine AC Bills; P&RD (Panchayat& Rural Development) department withdrew Rs 1,45,17,12,970 through 135 AC Bills; the Health and Family Welfare department withdrew Rs 1,05,96,68,316 through 19 AC Bills; Rs 99,69,40,147 through 184 AC Bills by the State Election Department; Rs 8528,69,102 through 35 Bills by Education department; Rs 61,39,99,878 through 26 AC Bills by WPT & BC (Welfare of Plain Tribe and Backward Classes); Rs 56,03,07,189 through 139 AC Bills by SAD (Secretariat Administration Department); Rs 37,53,19,857 through 18 AC Bills by Social Welfare Department; Rs 32,32,58,676 through 301 AC Bills by Revenue and Disaster Management department; Rs 28,87,44,217 through 24 AC Bills by Finance department; Rs 26,02,66,000 through two AC Bills by Food and Civil Supplies department; Rs 25,70,23,058 through 16 AC Bills by PWD (renamed as LokNirmanBibhag); Rs 24,90,87,894 through 92 AC Bills by Home Department; Rs 22,67,45,358 through 23 AC Bills by Department of Border Area Development; Rs 21,71,54,323 through 35 AC Bills by the Planning and Development department (renamed as Transformation and Development Department); etc.
