He was in Assam to set up a complete new system of Maoism here and form the party Congress in Assam. His other motives included setting up a Red Corridor from the neighbouring country to the Maoist areas like Jharkhand, Chattisgarh, Telangana and parts of Odisha, engaging youths to join the Maoist movement, attracting surrendered ultras to the Maoist movement and finally, to arrange for weapons and terror financing. He was also writing of the new constitution for the organization. He is a civil engineer and was the top think tank of the CPI (Maoist) after top Maoist leader Prashanta Bose alias Kishan Da was held by Jharkhand Police in the Kandra area of Saraikela Kharsawan district in November last year. He had joined the CPI (M) in 2004.

On March 6, Assam Police arrested Kanchan Da and his close associate Akash Urang alias Rahul alias Kajal. They confessed that they had concealed a laptop containing some valuable information at a place near Kumbha. Accordingly, the police team rushed towards Kumbha on being led by the apprehended Maoists and recovered the laptop from a jungle. The laptop was seized. The police team found cash Rs 3.60 lakh being the proceeds of terrorism and other incriminating articles from the possession of Kanchan Da.
