Alleged illegal lending scam creates ripples in Namsai and Changlang districts

NAMSAI: Seeking an immediate intervention of the Deputy Commissioner of Changlang to contain the alleged act of fraudulent involving the disbursement of money, the EAC Diyun circle, Goju Sikom in Arunachal’s Changlang district, in his formal communication through a letter dated August 7, 2023, expressed concern over the menace and sought necessary administrative direction to this effect.

Forwarding the complain letter submitted by Arunachal Pradesh Hajong Students’ Union, Diyun dated August 1, 2023, the EAC in his official correspondence to the DC Changlang categorically identified the lender and stated that the lender allegedly distributed Rs 10,000 each to certain individuals of Hajong community in lieu of the personal loan. “The personal loan is disbursed by the signing of a loan deed agreement between the recipient and the named lender but the innocent recipient is not given any copy of the agreement which itself amounts to fraud,” stated the complaint letter.

Ironically, the alleged act of loan scamming was simultaneously gaining momentum in the Lekang circle of the Namsai district too. Unlike Bordumsa-Diyun constituency in the Changlang district, the students and community-based organizations of Namsai district, taking a strong cognizance of the issue, addressed a joint press meeting recently and warned the lender not to play with the emotions of innocent people.

The office bearers of the district and apex body of the Adi Baane Kebang (ABK), Adi Students’ Union (AdiSU), and the Adi Baane Kebang Youth Wing (ABKYW) during the media briefing warned the villagers against falling prey to illegal money loan scam. Contradicting the allegations, the Namsai Superintendent of Police said that no such case was reported in Namsai district yet.

Meanwhile, Gitu Hajong and Ragu Nath Hajong, the secretary and president of the Arunachal Pradesh Hajong Students’ Union, in their complaint letter alleged that out of a 54-member team of Hajong people of Diyun led by leaders Kesta Hajong and Gaurango Hajong, only 28 persons signed the partially filled-up loan deed agreement during a meeting in one of the villages in Bordumsa. The Hajong members were taken to Bordumsa by the community leaders on the pretext of holding a discussion on matters related to politics in the wake of the upcoming election, said Mukut Hajong, one of the senior social activists of Diyun. “The terms and conditions of the loan deed agreement are capable of destroying their future,” alleged the student body, adding “The important data like amount borrowed and term of the loan agreement, etc. were not mentioned in the affidavit.”

“‘The lender upon formal identification, who hailed from Bordumsa, was called for his attendance at Diyun police station but he was stated to be out of station,” informed a Diyun police source. Whether the lender possesses a valid license to carry the financial business involving granting loans to others is yet to be proved.

Meanwhile, Deputy Commissioner Changlang Sunny K Singh said that a committee is being constituted to enquire and dig deeper into the act, adding that prima facie it appears to be a case of undue appeasement. Whether or not the partially signed documents in the possession of the lender can pose a potential threat to the moveable or immovable property of the borrower in the near future is yet to be ascertained by the civil or police administration.
