Arunachal: NPP moots amendment to APPSCCE recruitment ratio

Itanagar: The state unit of the National People's Party (NPP) has suggested to the state government an amendment in the Arunachal Pradesh State Combined Competitive Examination (APPSCCE) recruitment ratio from 80:20 to 90:10.

Addressing the media person at the press club here today, NPP General Secretary Pangka Bage said that the party had a serious discussion on the recruitment process of the state civil service commission, wherein the members came to a conclusion that the commission should change the ratio for the welfare local students as well as to curb the increasing unemployment among youths.

He said that the commission should reserve 90% for the local students and 10% should be kept open to all, where non-APST, as well as local students, can appear for the examination.

"To add, the Non-APST candidates appearing in the examination should have a pure background that their parents have served or are serving the state in government departments, PSU or financial institutions etc. These candidates should also procure certification from the respective department heads that their parents are serving in the state," he said.

Bage said this process is because many students from various parts of the country appear for the exam as well as excel in it. However, the lack of ground realities of the state creates hurdles to a swift administrative function.

The local students by virtue have all knowledge about the local fabrics, situation and condition of the state. Therefore, it was recommended by the party during the meeting, he added.

The party also suggested the inclusion of a state-related syllabus in the APPSCCE considering that the state cadres will have to serve in various parts of the state. Therefore it should have basic knowledge of the state's political history and cultural knowledge so that the aspirant can give better service in the state during the service period

"Out of five essay topics, one of the essays should contain state-related topics. General Knowledge papers should also contain questions on the social evolution of Arunachal Pradesh," he said.

He said that the party also strongly feels that there should be special consideration of 5% relaxation over 33% as qualifying marks for Person with Disability (PWD).

Explaining that the PWD aspirants usually hail from economically poor backgrounds, Bage said that they should be exempted from the examination fee to encourage them to participate in these prestigious exams.

"As per existing rules, the minimum qualifying mark in each subject is fixed at 33 marks for all categories. The state government may consider special relaxation of 5% and genuine consideration of qualifying marks for PWD may be fixed at 28 marks for each subject in comparison to other aspirants to provide them opportunities to serve the state in a higher post," he said.

The party also suggested the state government adopt a policy for the appointment of the Chairman for the commission by elevating the senior-most commission member who is serving or served the commission considering the upper age limit of 62 years.

He said one of the committee members should have women with expertise in a particular subject having a sound public reputation and other appointed members of the commission should also be indigenous.

"The party also requested a regular DPC by the concerned departments for genuine officers who are deprived of timely promotion as well vacancies are put on hold," he added.
