ITANAGAR: ICR Deputy Commissioner Talo Potom convened a virtual meeting of the Itanagar Planning Authority (IPA) on Monday with regards to the development of ICR and implementation of building bye-laws to check the issues of haphazard and illegal constructions and encroachment.

While seeking cooperation from the IMC Corporators in checking and identifying illegal building construction and encroachment, Potom said that the district administration will soon issue notices to refrain people from such activities.

He said that the public should cooperate and work together to stop such nuisances and help the district administration to make the ICR a better place to live.

Earlier, IMC Mayor Tame Phassang said that the need of the hour is to have a clear division of works amongst the departments for faster execution of development works. He said that we need to set our priorities and accordingly earmark work and fix responsibilities and take up work in a gradual manner.

"The nuisance of haphazard and unplanned construction is to be checked and proper drainage system is to be made throughout the city," he said, stressing to implement building bye-laws strictly and effectively.

Meanwhile, Director Town Planning Likha Suraj informed that the Arunachal Pradesh Urban and Country Planning Act 2007 provides for the development of urban areas and the use of urban and rural land to prevent encroachments of public lands.

"To lay down regulations for building constructions is under implementation and the master plan for the cities has been prepared which is a preliminary stage and the same would be notified after suggestions and feedback from the public," he added.

He also said that the Arunachal Pradesh Building Bye-Law 2019 is under implementation. He said that proper discussion should be held with the planning authority followed by a series of meetings on how to implement it in letter and spirit.

Present in the meeting, all the Executive Engineers (EE) of the Works departments stressed that building permission should be made mandatory before any construction and NOC from all concerned departments should be taken before any construction work and design should be approved by architects.

They also stressed the need to have proper building bye-laws to be implemented at ground level.

Among others, IMC-Deputy Mayor Biri Basang and others attended the meeting.
