ITANAGAR: The All Arunachal Contractors' Welfare Association (AACWA) has urged the Arunachal Government to effectively implement the Arunachal Pradesh District Based Entrepreneurs and Profession (Incentive Development and Promotion) Act, 2015.
In a memorandum to the Chief Minister, the association has alleged that many Government departments in the State are allowing the registered contractors of Assam to participate in the tender bids in Arunachal and are being awarded works.
AACWA president Nabam Akin Hina said such development is a clear-cut violation of the Arunachal Pradesh District Based Entrepreneurs and Profession (Incentive Development and Promotion) Act, 2015 enacted by the State Government.
The AACWA requested the CM to instruct the Chief Engineer (CSQ) PWD to follow the Act's rules strictly.
The association also urged the Chief Minister to reintroduce the 10 % mobilization advance to the contractor after submission of the bank or performance guarantee as mandatory under the CPWD manual.
It said that the mobilization advance was stopped by all the executing agencies in 2012 following an order by the then Development Commissioner (Finance), Ramesh Negi.
