Inter-district transfer not possible: Arunachal CM Pema Khandu

Arunachal Pradesh Chief Minister Pema Khandu on Saturday said that inter-district transfer of Group C and D employees are not possible as it could lead to problems.

ITANAGAR: Arunachal Pradesh Chief Minister Pema Khandu on Saturday said that inter-district transfer of Group C and D employees are not possible as it could lead to problems.

Khandu was responding to a 'Zero Hour' discussion brought by BJP member Lokam Tassar in the Assembly on centralizing transfer and posting of Group C and D staff of district administration to general administration and mechanism to monitor in detail the work-progress report of all government employees -- both contractual and regular.

Khandu informed that the exercise is not possible as there are different kind of cadres in the district, directorate and secretariat.

"If inter-district transfer policy is adopted, a few districts will remain with no staff and will function will collapse. Moreover, nobody will be interested to serve in far-flung and remote districts except the officials who hail from such district," said the Chief Minister.

Khandu said that political leaders should not interfere in transfer and posting of officials if work culture need to be improved.

Lossar while initiating the discussion had alleged that sixty per cent of government fund was spent on salaries without any output as many staff are not sincere in their work and draw salaries without going to offices.

Lossar added that some officials remain in their home district till appointment for which they do not shoulder any responsibility in work. He urged the government to evolve a suitable strategy for effective functioning of all departments.

Khandu informed that there are adequate government rules with the deputy commissioner to take action against such employees who are not willing to work and instead taking salaries regularly.
