Itanagar: The North East Human Rights Organization (NEHRO), in a memorandum to Arunachal Pradesh Home Minister Bamang Felix, has sought establishment of regional forensic science laboratory (RFSL) and district mobile forensic unit (DMFU) in the State.
Claiming that the Centre had approved one RFSL and DMFU with sanction of Rs 8 crore for RFSL and Rs one crore DMFU, the NEHRO said that even though the MoU was signed by the ministry for the purpose and Rs 3.65 crore was released in 2010 but the projects have not been materialised.
“However, Rs 50.19 lakh interest has accrued against the fund, totalling it to Rs 4.15 crore for establishment of the laboratories,” the organization added. It urged to take up the matter on priority for early establishment of the laboratories in state capital and Papum Pare district by utilizing the fund including accrued interest.
The NEHRO hoped that the RFSL would be have a full-fledged biology/serology division, as present FSL at Banderdewa police training center (PTC) lacks such facility for which related cases are referred outside the state to hamper investigation into cases. It also urged the State Government to purchase required MFU vans equipped with amenities which will be helpful for preliminary tests at crime scene itself for evidence.
“So many cases are still pending due to lack of well equipped FSL in NE region though it plays a critical role in investigation of serious crimes, including sexual assault cases and speedy trial is delayed due to late filing of FSL reports,” the organization added.
