In his speech Prof Jagdish Mukhi said, "Since 1965 Dibrugarh University, the second oldest State university has been relentlessly striving to achieve academic excellence in all fields of study. Today, as the university celebrates its 20th convocation, I congratulate each and every graduate who has worked hard to attain their degrees. It is time that each of us take the pledge to work for the nation's advancement and in this context I feel that the National Education Policy 2020 is a step in the right direction. The policy focuses on five pillars: affordability, accessibility, quality, equity and accountability - to ensure continual learning. India is facing a great challenge as only about one tenth of the total workforce of the country has undergone skill training. In terms of skilled workforce India is behind many other countries. Therefore it is imperative that higher education institutes find ways and means to integrate conventional education for knowledge creation and dissemination of skill-based education."
