Alleged anomalies in fine for violation of speed limit in Kokrajhar

Alleged anomalies of officials of RTO/MVI, Kokrajhar against the violation of speed limit by vehicles in Kokrajhar have come to light.

KOKRAJHAR: Alleged anomalies of officials of RTO/MVI, Kokrajhar against the violation of speed limit by vehicles in Kokrajhar have come to light.

Senior assistant of Balajan Block PHC, Mahim Chandra Basumatary was fined Rs 2,000 on July 27 for crossing speed limit of 40 km/hr (vehicle number AS-26A/6856). In the challan issued by the SDM/RTO, Kokrajhar, Basumatary was fined for violating speed limit that showed 57 km/hr instead of 40 km/hr.

But surprising, the SDM/RTO, Kokrajhar sent message in the mobile phone of Mahim Chandra Basumatary stating the time of violation was 13:38:52 i.e 1.38 pm, while the time mentioned in the challan was 12:57:23 i.e before 1 pm. Now, the question is whether the challan was prepared before the speed limit violation?

Basumatary wrote to the DTO/MVI, Kokrajhar on July 28 stating that he was on vaccination duty during the time of violation of speed limit. He said he had met the officials of MVI at Debargaon on the way to his office on that day between 10:14 am-10:17 am and there was no question to violation of speed limit at 13:38 pm or the challan time 12:57 pm. He sought proper inquiry against the officials who are allegedly involved in violation of rules of the department.

Meanwhile, the SDM&HO, IC of Balajan Block PHC, Dr P. Brahma also wrote to DTO/MVI, Kokrajhar stating that Basumatary was on duty of vaccination programme on that day from official hours to 3 pm. She said that the time of violation showed by the office of the DTO, Kokrajhar was not acceptable as at that time he was on official duty. She also sought proper verification in the matter.

Most of the people of Kokrajhar district have no idea that the DTO, Kokrajhar has imposed restriction on the speed of vehicles at 40 km/hr on the Jwhwlao Dwimalu Road from Kokrajhar to Karigaon, the prime road leading to the capital town of BTC. Many officials serving in both essential and emergency services are facing the brunt. There has been no announcement in the FLS in DIPRO office or public notification regarding the imposition of restriction of speed limit. Angry citizens of Kokrajhar have demanded inquiry into the lapses of the department concerned.
