Assam: FIR Filed Against Dhubri Zilla Parishad Chairman For Alleged Govt Fund Misappropriation

The FIR was filed by Junior Assistant Cum Accountant Nipon Roy, who claimed that there was complete anarchy within the Dhubri Zilla Parishad.

GUWAHATI: Ashadul Rahman, the chairman of the Dhubri Zilla Parishad, and two other people have an FIR filed against them at the Dhubri Sadar police station, for allegedly misusing government finances and engaging in a number of unlawful acts.

The FIR was filed by Junior Assistant Cum Accountant Nipon Roy, who claimed that there was complete anarchy within the Dhubri Zilla Parishad and that there was no communication between the Chairman, Chief Executive Officer, or other members of the Zilla Parishad staff.

In its complaint, Roy alleged widespread wrongdoing in a number of plans as well as the misappropriation of government funds and Own Source Money (OSM).

In accordance with a directive issued by the commissioner of panchayats and rural development on April 30, 2022, OSM is a fund that is collected from Hat-Ghat and other related works and deposited in a joint account of the CEO and Chairman of Zilla Parishad.

Rahman offered his opinion on the matter, stating that while it is required by law for the Chairman and CEO of the Zilla Parishad to open a joint account, this has not yet happened at the Dhubri Zilla Parishad.

Rahman claimed that several individuals, including CEO Biswajit Goswami and Nipon Roy, were acting independently and were keeping the chairman of the Zilla Parishad in the dark. But Goswami claimed that he had already discussed with Roy the idea of having a joint account; he was, however, unsure of why it had not been done.

"The OSR account, which is handled by Roy, misappropriated the funds himself," asserts Rahman. Roy cleverly never opened the joint account of the CEO and Chairman.

Rahman further asserted that he pleaded with Goswami, CEO of Zilla Parishad, in a letter dated February 24, 2023, to explain why he had delayed opening a joint account for so long and to provide the previous year's OSR financial balance sheet.

Following these inquiries, Roy, the Zilla Parishad's accountant, reportedly filed a police report at the Dhubri Sadar police station out of fear, according to Rahman. The chairman has requested a high-level investigation into the incident, while Dhubri police have started their investigation into it.
