Assam: BTC Assembly Summer Session Ends With Ruckus On Delimitation Draft Issue

The one-day summer session of BTC Legislative Assembly was held on Tuesday which ended roughly after 1.15 hour with ruckus created by the members of the Opposition on the issue of delimitation of constituencies in BTC.

KOKRAJHAR: The one-day summer session of BTC Legislative Assembly was held on Tuesday which ended roughly after 1.15 hour (1 hour 15 minutes) with ruckus created by the members of the Opposition on the issue of delimitation of constituencies in BTC. Only one MCLA from BPF started questioning and he began his supplementary questions when the house became ignited.

The noisy scenes started after Opposition members demanded Cabinet decision on the delimitation of constituencies in BTC. The ruling bench didn’t want to discuss the issue on the floor of the assembly. The Speaker too intervened the move of the Opposition saying that the matter was not in the business of discussion. The angry opposition members staged a walkout from the session.

The house also witnessed ruckus between the members after opposition members walked out of the house. There had been a heated exchange of arguments between EM of Health Arup Kr. Dey from BJP and MCLA Sajjal Kr. Singh also from BJP over the issue of health. Singh raised questions on implementation of schemes in various departments in his constituency and reiterated that the assurance of Health department by EM had not been implemented. The EM of Health became irritated when MCLA repeated some questions on his subject. Dey started arguing that Sajjal Kr. Sinha was from Congress who later joined the BJP. He should not tend to bring much argument. Breaking his silence for attacking him, he said EM Arup Kr. Dey was also from BPF and was a contractor during previous council government. CEM Pramod Boro intervened after the argument became heated.

Later, talking to media persons outside the assembly, MCLA Singh said he had raised certain questions on the implementation of schemes under his constituency. He said being a public representative he had the moral responsibility to enquire about the programmes and schemes for the welfare of the people in his constituency.

Meanwhile, the leader of opposition Derhasat Basumatary in his official chamber said they brought a motion on the issue of draft delimitation of constituencies in BTC but the ruling party did not allow to discuss over it. He said the people of BTC demanded two parliamentary constituencies within BTC and more reserved ST seats. The BPF demanded cabinet decision on the issue but the Speaker dropped their demand for which they compelled to stage walk-out from the house, he said adding that BPF wanted Udalguri as 2nd parliamentary constituency and increase of reserved seats for ST to ensure more political privileges to indigenous tribal people.

On the other hand, CEM Pramod Boro in an interview at his official chamber said the BTC had got one Lok Sabha seat reserved for ST and 15 assembly constituencies in BTC of which 6 reserved for ST. He said the UPPL also desired the creation of Udalguri as another parliamentary constituency but the idea of discussion over the issue in assembly was not necessary. He said since it was just draft delimitation, the UPPL will move for the same demand and place their claims and objection before the delimitation committee on July 19 and 20. He hoped that the Election Commission of India will hear their genuine demands. He also said the State Cabinet has decided to change the name of Darrang parliamentary seat as Bairabkhunda and Gabardhana assembly constituency as Manas. He welcomed the renaming of both the seats and said Manas is the National Park while Bairabkhandha has historical importance.
