GUWAHATI: IOCL AOD Digboi Refinery conducted an onsite disaster mock drill (level 1) with the aim of checking its preparedness action and assessing response to combat any emergency or disaster situation as per MOU target for 1st Qtr of FY 2020-21

AOD Digboi Refinery team came forward with significant action as the activities of the drill unfolded in line with approved Emergency Response and Disaster Management Plan (ERDMP) of Digboi Refinery as well as scenario approved by ED & RH, AOD Refinery. The emergency response teams took over their positions to control the situation, which was created by a preapproved-scenario involving fire due to leakage of crude oil receiving pipeline of a crude storage tanks. The exercise was aimed at reducing or avoiding the potential losses from hazards by assuring prompt and appropriate assistance to victims of disaster, and achieving rapid and effective recovery of any other loss or damage. The drill lasted for over an hour and forty minutes. KK Sarma CGM (Technical) as the Chief Incident Controller, after assessing the situation declared 'all clear'.

Subsequent to the onsite drill action, a debriefing session was organized maintaining all social distancing norms. The debriefing session was chaired by Sandeep S John, ED & Refinery head along with N K Barua CGM (TS & HSE) and other senior executives of related departments from the Emergency control Centre; while all the other coordinators and observers assembled in another conference centre located nearby and connected through video conferencing. This drill was conducted in accordance with all necessary precautions concerning the COVID scenario in line with advisory received from HSE-RHQ of IOCL.
