SILCHAR: Unlock 1 and unlock 2 and now unlock 3 in process after more than two months of lockdown. All these measures have been taken to rein in the pandemic coronavirus by the Central Government in cohort with Assam government. There has been gradual opening of central and state offices, business houses, bazaars and haats, of course, with some restrictions. In fact, normal life to a great extent is coming back on rail though academic activities in schools, colleges and universities remain totally paralysed. Along with that, works in Courts too are deadlocked.

Karimganj District Bar Association on Thursday sent a memorandum to the Chief Justice of Supreme Court, pleading for giving directive to the Chief Justice of Gauhati High Court to allow opening of the Bar. Atikul Bari Choudhury, President, Kaimganj Distict Bar Association, said for the last 5 months, all sorts of Court proceedings are under suspension to check COVID-19 virus as directed by the Gauhati High Court. The long time closure has its cascading effects.

Lawyers with no other avenue of income are hard-pressed economically. Their assistants called muhrirs are also in serious pecuniary distress. Clients are in mental anxiety, hammering their advocates about the fate of their cases. Only cases related to land are being taken up through video-conferencing. If hundred percent attendance is made compulsory in offices, why can't Courts be allowed to function? Advocate Dilu Ranjan Das, President, Bar Association, said many cases in the Court of Deputy Commissioner under Section 307 are pending which has created serious problem for their clients. The Advocates under the banner of District Bar Association staged one hour long sit in demonstration in support of their demand. The memorandum expresses the hope the Chief Justice of Supreme Court of India will consider it for favourable action.
