DIBRUGARH: Chief Minister Himanta Biswa Sarma distributed ‘No Due Certificate’ under the Assam Micro Finance Incentive and Relief Scheme (AMFIRD) 2021 Category-III to 22,172 borrowers at a programme in Dibrugarh on Monday.
While addressing the public at Mancotta filed in Dibrugarh, Himanta Biswa Sarma said, "Several women have requested that I take the necessary steps to get rid of the microfinance loans, as they were facing a lot of problems because the microfinance companies are taking 24% interest, which is impossible for a poor woman to return the loan. So, we have decided to pay the loan amount. We have already paid the loan amount to the banks, and today we handed over the no-dues certificate to the women".
"It came to our knowledge that about 24 lakh women took advantage of microfinance loans. As many as 14 lakh women were unable to return the loans, and some women were not returning after 3 months, and some were completely unable to return, for which they were blacklisted, and in the future they cannot take any loans. To overcome this problem, the Assam government took the decision to grant no-dues certificates to microfinance borrowers," Sarma stated.
He said that 10,000 rupees will be offered to those women of general caste who have a maximum of 3 children and to SC/ST women who have a maximum of 4 children, and in the future, about 15000 rupees will also be given to all the women who have taken loans.
LAKHIMPUR: Along with the rest of the state, the ceremonial distribution of 'No Dues Certificates' under the Assam Micro Finance Incentive and Relief Scheme (AMFIRS)-2021, Category III, was held in Lakhimpur district on Monday.
A ceremonial programme was organized under the Lakhimpur district administration at Tyag Kshetra in North Lakhimpur town. Revenue and Disaster Management Minister Jogen Mohan attended the programme as a chief guest. The agenda of the programme, which was hosted by Junuma Konwar, began with a welcome address delivered by Lakhimpur District Commissioner Sumit Sattawan. He informed that a total of 11,426 microfinance loan borrowers in the district would receive the No Dues Certificates under Category III of the AMFRS-2021.
In the programme, Minister Jogen Mohan ceremonially distributed the No Dues Certificates to nine beneficiaries of the district. Speaking on the occasion, the minister said that the government of Assam had already launched several flagship schemes for the empowerment of women. He called upon the women to avail themselves of the benefits of the schemes and apply them in the right direction.
In connection, the Minister highlighted the aims and objectives and targeted benefits of the Amrit Briksha Andolan, Amrit Kalash Yatra initiative, Khel Maharan, Sanskritik Mahasangram, etc. Attending the programme as guests of honour, Dhakuakhana MLA Naba Kumar Doley and Bihpuria MLA Dr. Amiya Kumar Bhuyan also delivered lectures.
KOKRAJHAR: BTC Executive Member of Industries and Commerce Reo Reoa Narzihary ceremonially distributed 'No Dues Certificate' (NDC) to beneficiaries at Kokrajhar Science College auditorium hall on Monday. Altogether, 816 beneficiaries of Kokrajhar district having an NPA with an outstanding principal amount of up to Rs. 25,000 received the NDC under the Assam Micro Finance Incentive and Relief Scheme, 2021, category III (AMFIRS).
In his speech, EM of Industries and Commerce, BTC Reo Reoa Narzihary, said the AMFIRS was one of the pro-poor people's schemes under the initiative of Chief Minister Dr. Himanta Biswa Sarma, through which the poor borrowers who are not in a position to clear their interest will get a big relief. He said many borrowers have died, and many have outstanding interests and are unable to pay theirs. He said many borrowers failed to achieve their targets due to the burden of interest, and some of them have faced losses in their businesses or in other works.
Narzihary said the Chief Minister had observed the problems faced by poor people and women and brought this scheme to Assam. He said no borrowers will need to pay their outstanding interest as the state government has taken steps to recover the burden of interest. He also said the beneficiaries would be able to seek a fresh loan for their targeted business and re-start with new willpower. He called upon all to achieve their targets by properly utilising the loan. The distribution ceremony was also addressed by Kokrajhar District Commissioner, PK Dwivedi.
MANGALDAI: Jayanta Mallabaruah, Minister for Public Health Engineering, Skill Development, has appealed to the microfinance beneficiaries to repay the loans regularly, and at the same time, he cautioned them about possible withdrawal of government support for loan payments. "It's not wrong to take out a loan for business or other income-generation activities. It's equally important to repay the loans on a regular basis," he said.
Jayanta Mallabaruah was addressing a huge public meeting organized by the Darrang district administration for the ceremonial distribution of bank 'No dues certificate' to over 6,000 beneficiaries of the district under the Assam Micro Finance Incentive and Relief Scheme (AMFIRS) 2021, category III, at Mangaldai College playground here on Monday.
The Minister further said that after receiving the certificate, the beneficiaries are free from any liability with the banks, and they are also eligible to get loans in the future. Sipajhar MLA Dr. Paramananda Rajbongshi was also on the occasion.
At the beginning, District Commissioner Munindra Nath Ngatey said that so far, more than 12,000 people, mostly women, have benefited under the three categories of the scheme in the district. Dalgaon MLA Mujibor Rahman, former MLA Gurujyoti Das, former Rajya Sabha MP Santiuz Kujur, and others were also present on the occasion.
TINSUKIA: The ceremonial distribution of 'No-Dues Certificate' to category III micro-finance borrowers under the Assam Micro-Finance Incentive and Relief Scheme (AMFIRRS) 2021 was held at Jonamukh Playground Tinsukia on Monday, where Sanjoy Kishan, Minister for Tea Tribes Welfare Department and Labour, was present as chief guest along with other dignitaries.
A total of 8362 borrowers from across the Tinsukia district received the certificate. Earlier, District Commissioner of Tinsukia Swapneel Paul said that with the issuance of a 'No-Dues Certificate' from the lenders, the microfinance loan borrowers would be free from financial burden and would be eligible for credit again. Among those present were Sadiya MLA Bolin Chetia, Digboi MLA Suren Phukan, Doomdooma MLA Rupesh Gowala, TMB Chairman Pabitra Gogoi, and senior functionaries of the local ruling party.
HOWRAGHAT: 'No Dues Certificate' under the Assam Microfinance Incentive and Relief Schemes (AMFIRS) has been distributed among the 368 women in Karbi Anglong. The certificates were distributed by the Karbi Anglong district administration to the women by holding a ceremonial programme at the Government Boys' Higher Secondary School playground here on Monday. Deputy Commissioner (DC), Karbi Anglong, and Madhumita Bhagawati, while attending the programme, handed over the certificates officially. Addressing the function in her speech, DC Madhumita Bhagawati said a total of 368 women in Karbi Anglong were benefited by the scheme. She said that after getting the 'No Dues Certificate, the women will once again be able to avail of fresh loans to enhance their financial condition. However, she urged all the beneficiaries to make the best use of the fresh loan and repay it on time.
SILCHAR: Under the Assam Micro Finance and Relief Scheme, 6655 borrowers of Cachar district who took loans from various microfinance companies received No Due certificates at an event organised by the district administration in Cachar at the Police Parade Ground Silchar here on Monday. Silchar MP Dr. Rajdeep Roy, MLA Lakhipur Koushik Rai, and DC Rohan Kumar Jha officially handed over the No-Due Certificates to the eligible borrowers in the presence of district development commissioner Rajib Roy and other dignitaries on the occasion, stated a press release.
