People urged to use cVIGIL app to report violations of poll code

The Election Commission of India (ECI) has launched a Vigilant Citizen app i.e. the c-VIGIL app ahead of the upcoming 2021 assembly elections.

SARUPATHAR: The Election Commission of India (ECI) has launched a Vigilant Citizen app i.e. the c-VIGIL app ahead of the upcoming 2021 assembly elections. The app has been launched for citizens across the State to help them report any violation of the model code of conduct during polling.

Subdivisional officer (SDO)-cum-Returning Officer Rahul Javir Suresh and election officer Kishan Jyoti Deka of Dhansiri subdivision said, "By using the c-VIGIL app, citizens can record on their mobile phones and promptly report to election authorities any violation of Model Code of Conduct, any incident of intimidation or inducement, distribution of money, alcohol or narcotics, display of firearms, within minutes of having witnessed them and without having to go to the office of the returning officer."

Election Officer Kishan Jyoti Deka of Dhansiri subdivision also urged the citizens of 94 Sarupathar LAC to download the c-VIGIL app and become conscious citizens.

GAURISAGAR: The District Election Officer, Sivasagar, Bishnu Kamal Borah on Tuesday made an ardent appeal to the citizens of the Sivasagar Election District to use cVIGIL app launched by the Election Commission of India. In his message, the District Election Officer stated that during the election process, by using the cVIGIL app, the citizens could keep vigil over the whole process and help the administration conduct the elections in free, fair and transparent manner. He further added that if the citizens come across any violation of expenditure or Model Code of Conduct (MCC) by political parties or candidates, they could immediately intimate the surveillance teams through cVIGIL mobile app.

Making an appeal to the people of Sivasagar Election District to use the cVIGIL app, the District Election officer reiterated that every citizen was as powerful as the administration in ensuring that all political parties and candidates abide by the guidelines set by the Election Commission of India. Citizens can avail the facility by downloading the app cVIGIL in their smart phones. The cVIGIL app empowers the citizen to be more vigilant. The citizens can click a photo or video using their smart phones in case they witness any violation of MCC or expenditure. The app is based on Geographic Information System (GIS) technology and the unique feature of auto location helps flying squads to navigate to the right spot of incidence and take adequate prompt action. He further stated that the flying squads and static surveillance teams engaged to keep surveillance on the flow of illegal cash and liquor in the district, were working round-the-clock on the ground and would immediately attend to the complaints registered by citizen through the cVIGIL app.

Furthermore, District Election Officer Bishnu Kamal Borah added that all the complaints of citizens would be addressed by authorities concerned within 100 minutes of registration. Through the app, the citizens can register complaints on fake news, distribution of cash and liquor to lure voters, threat, display of arms and ammunition, discrimination on religious or caste grounds.

LAKHIMPUR: The Lakhimpur district administration has appealed to the people of the district to use cVigil Mobile App to report on any violation of Model Code Conduct (MCC) in connection with the Assam Legislative Assembly Election—2021.

In this connection, the Deputy Commissioner of the district, Khageswar Pegu stated that the citizens living under Bihpuriya, Naoboicha, Lakhimpur and Dhakuakhana Legislative Assembly Constituencies (LACs) of the district could file complaint on the violation of MCC through cVigil App by extending praiseworthy cooperation to the district administration in order to conduct a free and fair election.

cVIGIL is a user-friendly and easy to operate android application which is operational only where election is announced. The beta version of the App is made available for the public and election staff to download so that they can acquaint themselves with its features and also try sending dummy data. The App allows anyone in the election-bound State to report violations of the MCC that comes into effect from the date of announcement of elections and goes on till a day after the polls. The App can be downloaded from Google Play Store.

In order to handle the complaints filed through the App and to address the same, the Lakhimpur district administration has already constituted the cVIGIL Core Cell in view of smooth conduction of the assembly polls in the district. The eight-member cell is headed by Assistant Commissioner Casio Karan Pegu while District Information Officer Mithun Mukharji has been appointed as Assisting Officer. The Cell will render its services for 24 hours by working in close coordination with the members of Information Technology Cell of the district. Notably, the district administration will keep the identity of the complainant confidential.
