DIBRUGARH: A review meeting was held at the conference hall of the DC office, Dibrugarh chaired by the Additional Chief Secretary Water Resources Department & State Chief Co-ordinator G-20, Assam, Syedain Abbasi. Dibrugarh Deputy Commissioner Biswajit Pegu, Tinsukia Deputy Commissioner Swapneel Paul, and the Executive Engineers, employees of PHE department of Dibrugarh, Tinsukia, Jorhat, Lakhimpur, Majuli, Dhemaji etc were also present in the meeting.
The Additional Chief Secretary to the Water Resources Department, Syedain Abassi analyzed the statistical data of the progress reports of the districts concerned which was displayed through power-point presentation. It was basically the fifth sitting of the State-level Sanctioning Committee.
In the last review meeting it was discussed to provide FHTC to more than 18 lakh households before July 2023 and at least 10 lakh additional FHTCs to be achieved before March 2023 and the present status in the districts is 43,777 FHTCs provided against the targeted 7,12,948.
The FHTC coverage in tea gardens is to be accelerated by resolving any particular issue and the present status is 87,189 FHTCs provided out of 157143 households, which is about 55%.
The present status of the bill payment for schools and Anganwadis is that about 10,021 schools awarded out of which 8,074 payments have been released and 1,947 school bills to be received and a total of 4,660 Anganwadis were awarded out of which 3,156 payments were released and 1,504 Anganwadis bills are yet to be received.
The present status of the schemes handing over to PRI is 848 schemes and 679 schemes handed over to P&RD. Over 1,190 Jal Mitras have been trained till, 861 Jal Mitras engagement letters have been distributed and 496 Jal Mitras received monthly remuneration. Over 169332 FHTCs were verified by SHGs under ASLRM across the state of Assam, and 93,297 FHTCs were found to be dysfunctional.
The achievement of FHTC target till June for providing connection to 18+ lakh is for Jorhat -7%, Tinsukia -9%, Lakhimpur -16%, Majuli-21%,Dhemaji-22%, Dibrugarh -24% and Sivsagar -34%.
The dissatisfactory performance of contractors were also reviewed and it was found in Dibrugarh it is 96, Tinsukia -102,Majuli-0,Charaideo-33, Lakhimpur -15, Sivsagar -5,and Dhemaji -5. The tea garden coverage status in Charaideo is 18%, Dhemaji-100%, Dibrugarh-84%,Jorhat-20%, Lakhimpur -97% for Ghilamara and 66% for North Lakhimpur, Sivsagar -55% and Tinsukia -40%.
The Additional Chief Secretary said that confirmation by owner is required whether the taps are connected or not and to avoid miscommunications which further leads to no connections. He further added that every district must try to retrain the Jal Mitra trainees with the help of district consultant per block training or to engage master trainers and all the data along with the house list should be provided to them. He also said that he was dissatisfied with the figures and asked the districts to improve. He further added that contractors who cannot perform will be refrained from further engagement from proceeding in the scheme. The DC of Tinsukia proposed for mobilization advance for the contractors which was positively responded by Additional Chief Secretary.
