There are numerous historical sites in the Sivasagar district which are important reminders of the glorious era of the Ahom kingdom. Ahom Swargadeo Rudrasingha developed a place in Joysagar as a natural zoo which was named Pohugarh and the area was arranged in a manner to retain the water body throughout the year to create it as a natural habitat for wildlife and avifauna. The area has become a paradise for local and migratory birds during the winter season.
The district magistrate promulgated the imposition after reports that activities in Pohugarh area like a picnic, illegal fishing, hunting, littering and playing of loud music were creating an unhealthy environment for the birds for nesting, rest and feeding ground.
