Appointment letters, identity cards mandatory for industry and factory workers

GUWAHATI: The Assam Cabinet has taken crucial decisions pertaining to repealing of obsolete laws, revision of land patta premiums, ease of doing business, ensuring safety of workers, raising loan from NABARD and increasing the corpus of the Assam Contingency Fund. A meeting of the State Cabinet was held today, chaired by Chief Minister Himanta Biswa Sarma.

From now on, no trade license will be needed to start any business under gaon panchayat areas, except liquor shops, nursing homes, private schools and colleges and industries which cause air pollution. Also, no building permission will be needed for house construction in gaon panchayat areas. However, if there is any development authority in a particular gaon panchayat area, building permission from that development authority will be mandatory for construction purposes.

The Cabinet emphasized the health and safety of workers and certain decisions were taken keeping in mind the health and safety of industry and factory workers. From now on, all workers will have to register online. The management of industries and factories will have to arrange for the annual health check-up of all workers above 40 years of age. Moreover, all workers must be given appointment letters and identity cards. The government will also come up with a mechanism to enable workers to lodge any complaint or grievance regarding their health and safety.

The Cabinet approved to abolish the concept of revenue town. All revenue towns will be treated as revenue areas for the purpose of land revenue. The Cabinet also took the crucial decision to reduce the land premium in revenue town areas as these areas do not have all facilities of towns. There are around 50 revenue town areas in the State. The government will now reduce the land premium for registration, transfer of land etc. in these areas.

The Cabinet approved the Assam Contingency Fund Bill, 2022 to permanently augment the corpus of contingency fund from the existing Rs 200 crore to Rs 2,000 crore to meet exigencies like natural calamities, COVID pandemic etc.

The Assam Excise Repealing Bill, 2022 has been approved by the Cabinet to improve ease of doing business in the Department of Excise.

The Cabinet also approved to raise Rs 142 crore as loan from NABARD for continuation of projects sanctioned in veterinary, irrigation and education departments.
