Assam CM Himanta Biswa Sarma stresses timely disposal of files in Secretariat

GUWAHATI: Chief Minister Himanta Biswa Sarma today laid stress on the timely clearance of files to tone up the administrative machinery in the Assam Secretariat. He said that the inertia in the disposal of files must be done away with and senior officers must let go of their egos and build a cordial working atmosphere in the Secretariat. Only when officers and employees have a positive approach to their work, Assam will march ahead on the path of progress and development, he said.

The Chief Minister today gave away badges to some employees of the Secretariat as appreciation for their hard work and punctuality.

"It is often seen that a lot of time is taken in clearing files in the Secretariat. This administrative lethargy creates disillusionment among the public. For government employees, a file is just a bunch of papers but for the public, the files are important documents as some files may be related to pension or medical reimbursement. I, therefore, urge all officers and employees to adopt a humanitarian angle and ensure speedy disposal of files," said the Chief Minister.

"If employees face any technical or administrative hurdles while clearing files, they should consult their seniors and come up with ways to overcome all hurdles. I have already instructed the senior officers to sit with their subordinate officers once a month and help them to clear files. The Secretariat is the centre of the State's administrative system. If the officers and employees here work with sincerity and dedication, it will have a trickle-down effect and the healthy work culture will get reflected in the district-level offices as well," he said.

The Chief Minister said that if the Secretariat seeks a report from the Deputy Commissioner (DC) of any district for clearing any file within 10 days but the report for the district administration arrives in 45 days, the officer at the Secretariat must not take this delay casually. He must send a displeasure note to the district administration so that district authorities make it a point to send their reports on time or such delays will cast a shadown on the administrative machinery.

Chief Minister Sarma asked officers and employees to be punctual and to maintain office timings. He also said that Secretariat officers and employees must have a proper dressing sense. "The dress code need not be traditional on all days but the attire of the employees must not be casual. They must be properly clad in clothes that maintain the dignity of the office and their designation," he said.

He said that the government was committed to addressing all issues of the Secretariat employees and it was mulling setting up a cooperative store and a market within the Secretariat complex. "We aim to do away with pendency and to ensure speedy clearance of files so that we can have an efficient administrative system," said Sarma.
