Assam Finance Department set quarterly targets for budget expenditure

GUWAHATI: The Finance Department has set quarter-wise budget expenditure targets for all the administrative departments of the state to ensure effective budget execution.

To this effect, the Principal Secretary of the Finance Department wrote a letter to all additional chief secretaries, principal secretaries, commissioner-secretaries, commissioner-special secretaries, secretaries and additional secretaries of the departments of the State Government.

The Finance Department has divided the Financial Year 2022-23 into four quarters. According to the letter, 20 per cent is the target of budget expenditure for all administrative departments for the first quarter (April-June), 30 per cent for the second quarter (July-September), 30 per cent for the third quarter (October-December) and 20 per cent for the fourth quarter (January-March).

The Assam Assembly passed the Rs 119-lakh crore annual Budget for fiscal 2022-23 on March 29, 2022. Finance Minister Ajanta Neog tabled her first full-fledged budget in the State Assembly on March 16, 2022.

Over the years in the past, the budget expenditure in the state was not at all uniform – with small amount of spendings taking place in the first few months of the financial years, barring expenses for salaries and pensions of State Government employees. The budget expenditure picked up momentum from November-December. The departments spent most of the budgetary funds in March.

The latest instruction is to make nearly uniform budget expenditure throughout the financial year.
