GUWAHATI: Although the Centre had withdrawn the special allowance of 25 per cent of the basic pay given to the All India Service (AIS) officers posted in the Northeastern states, the government of Assam on Friday notified that an incentive/special allowance of 20 per cent of the basic pay will be granted as a relief to AIS officers of the Assam segment of the Assam-Meghalaya joint cadre presently serving in the state.
This has been done as per a decision taken by the state Cabinet at a meeting held on October 7 this year.
The incentive/special allowance will be granted with retrospective effect from September 23 this year. The 20 per cent special allowance will be reimbursed from the Consolidated Fund of the state.
It is pertinent to mention that the Central Department of Personnel and Training (DoPT) had issued a letter on September 24 this year to announce that special incentives and allowances granted to AIS officers posted in the Northeastern states had been withdrawn with immediate effect. The letter was addressed to all the chief secretaries of various states.
The additional monetary allowance of 25 per cent of basic pay was introduced in 2009. AIS officers comprise the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS).
The letter had further stated that the post-retirement housing facility, which was introduced in the year 2007 for officers belonging to North-east cadres, would be withdrawn.
As per DoPT's earlier order, officers belonging to the Assam-Meghalaya joint cadre, Sikkim, Nagaland, Tripura and Manipur cadres were entitled to the special allowance and a few other incentives for being posted in the North-East.
