Assam: Salary in digital mode from October

The state government's employees will only be paid salary on the basis of digitally signed salary bills from the salary month of September onwards.

GUWAHATI: The state government's employees will only be paid salary on the basis of digitally signed salary bills from the salary month of September onwards.

According to a letter from the state government's Finance (budget) Department addressed to the senior-most secretaries of all departments on Wednesday, the Finance Department has developed necessary functionalities within the FMIS (Finassam) portal for the submission of digitally signed salary bills.

The letter asked the secretaries to instruct all DDOs to adhere to certain guidelines for the submission of digitally signed salary bills of employees from the pay month of September 2023 onwards.

The Drawing and Disbursing Officers (DDOs) have to submit online salary bills to the Treasury Offices concerned through the Finassam portal using digital signatures only. After successfully registering in Finassam using the Digital Signature Certificate (DSC) token or devices, the DDOs have to mandatorily sign the salary bills using the DSC only.

In cases where the DD0s are not able to register successfully in Finassam using the DSC token, they can opt for the e-sign facility in Finassam for online submission of salary bills.

As a result of the latest move by the Finance Department, physical salary bills or hard copies of such bills from DD0s to treasuries are not permitted to be submitted for salaries from the pay month of September 2023 onwards or the salaries due to be paid in October.

However, the DD0s have to keep records of the salary bills in their respective offices for any future reconciliation purposes, in the event of such necessity.

Apart from this, the DD0s will have to send the transit register to the Treasury Office concerned for recording the token number generated online for the pay month of September.

Moreover, the letter says that the prevalent method of making payments shall be continued in the case of non-salary bills, including wage bills.

The DD0s have already been provided with the necessary training, along with user manuals, for using the new functionality for the purpose of submitting salary bills.
