Continue fee waiver scheme: Directorate of Higher Education tells universities and colleges

GUWAHATI: The Directorate of Higher Education (DHE) has asked the registrars of all universities and principals of all government and provincialized colleges of the state to continue the fee waiver scheme for the academic session 2023–24 under Pragyan Bharati. Higher secondary, undergraduate, and postgraduate students whose parents’ annual incomes do not exceed Rs 2 lakh come under this scheme.

There were allegations that many students eligible for the fee waiver schemes did not get their fees waived this year, and they had to pay the full amount of fees at the time of their admissions. A section of students even had to stage agitation, demanding a fee waiver.

The college and university authorities said that they had not received any notice from the government authorities to waive the fees of students eligible to avail themselves of the benefits of the scheme.

All these allegations led Education Minister Ranuj Pegu to write in X (formerly known as Twitter): “The universities are requested to admit eligible BPL students by waiving their admission fees and claiming reimbursement through the @samarth_eGov portal.”

In a notice issued on August 17, the DHE said that the update of the fee waiver status will be available for colleges and universities in the institute’s admin portal up to August 24, 2023. In this regard, the DHE requested that the institutes upload the appropriate documents to the portal for all students admitted under the fee waiver scheme.

“If the student has uploaded the relevant document, then the institution will consider it eligible for the fee waiver scheme. If the student has not uploaded the document and has clicked on ‘No’ as fee waiver but has submitted the relevant documents to the institution, the institution will have the option to update the status to fee waiver ‘Yes’ after uploading the relevant documents in the portal. If the student has uploaded a document and upon verification it is found that the document is not correct as per the rules, then the institution will have the option to update the status to fee waiver ‘no’. If the student has uploaded a document and upon verification it is found that the document is not correct, as per rules, but the student has submitted the required relevant document, then the institution will have the option to upload the correct document and update the status to fee waiver “Yes”. If the student has uploaded a document and upon verification it was found that the document is correct, as per rules, but the status was marked as fee waiver “No”, then the institution will have the option to update the status as fee waiver “Yes”,” the notice from the DHE said.
