GUWAHATI: The State Cabinet has decided to conduct a door-to-door mega Covid-19 vaccination drive involving the entire government machinery, right from the Chief Minister, Ministers, the Chief Secretary and other officers from November 22 to 29.

The cabinet also decided to issue myadi patta (periodic patta) to landless people, provide ration to migrant workers, pay one-time assistance to priests and naamgharias, start the microfinance loan waiver etc.

Health Minister Keshab Mahanta and Revenue Minister Jogen Mohan addressed the media after the Cabinet meeting today. Keshab Mahanta said, "The aim of the mega vaccination drive from November 22-29 is not to leave even a single eligible person without taking Covid-19 vaccine. We will knock on every door by taking the voter list as the base document. Each people's representative, right from the Chief Minister, ministers and MLAs, and the Chief Secretary and officers will take the responsibility of vaccination of each polling centre. Medical teams will accompany them. They will record if the members of every household took the vaccine. They will record why some people are reluctant to take the vaccine. The medical teams accompanying them will vaccinate all eligible people.

"If any family members are staying outside the state, the teams will record their telephone numbers. The Chief Minister, ministers, MLAs and other officers will report the status of Covid-19 vaccination in their respective polling centres."

Revenue Minister Jogen Mohan said, "The government did issue land allotment certificates to two lakh people in the state. The cabinet decided to issue them myadi pattas on application. Under the existing rule, the government gives land pattas after three years of issuing land allotment certificates.

"The Cabinet today authorized the deputy commissioners to issue NOCs (no-objection certificates) for the sale of land in tribal belts and blocks in Kamrup (M) and Kamrup districts.

"The State Government is also contemplating to issue myadi pattas to the people residing on hills in and around Guwahati under the government land policy."

Keshab Mahanta further said, "Mandirs and naamghars make do with donations that came to a grinding halt during the lockdown. Priests and naamgharias had difficult times because of the cash crunch. Today, the cabinet decided to pay each of them one-time assistance of Rs 15,000 under certain conditions. "The Cabinet approved a migrant workers' food security scheme today. Under this scheme, migrant workers will get ration.

"The Cabinet decided to pay Rs 25,000 (maximum) to each loanee still transacting with MFIs (microfinance institutions). Initially, the payment will continue from November 28 to November 30 in nine districts. The nine districts are Sivasagar, Golaghat, Sonitpur, Majuli, West Karbi Anglong, Dima Hasao, South Salmara, Jorhat and Charaideo. It will cover other districts in phases.

"The Cabinet also increased the reserved quota for Tea Tribes in MBBS and BDS courses to 24 from 18. While 18 seats are for the Tea Tribe students Brahmaputra Valley, six seats are for their counterparts in Barak Valley."
