GUWAHATI: From now on, the appointment of teachers in schools in Assam would be done on the basis of amended rules to enhance the quality of teaching from primary to higher secondary level.
This was decided in a meeting of the Assam Cabinet held recently. Amendment to Rule 3, Schedule-I of the Assam Elementary Education (Provincialization) Rules, 2023, and emphasis on co-curricular activities like NCC, sports, arts and culture were announced in order to enhance the quality of teaching.
The number of vacancies in teachers from primary to higher secondary level until September 2023 is 15,752. As per the Shiksha Setu portal, a total of 4,249 teachers are set to retire by December 2023, bringing the total number of vacancies for teachers to around 20,000.
The state education department will fill up the vacant posts soon, and the advertisement is to be published in the month of December 2023.
During the recruitment process, additional marks would be given to teacher candidates for NCC certificates, participation in sports, and arts and culture activities. The participation should be at the national level or above in representing the state. Special emphasis, therefore, should be placed on getting the extra credits for those desirous of being teachers by going the extra mile in getting the necessary qualifications in co-curricular activities.
The Assam Cabinet has decided to amend Rule 3, Schedule-I of the Assam Elementary Education (Provincialisation) Rules, 2023, to enhance the quality of teaching at the elementary level in provincialized or government schools. It was also decided that marks would be added to the scores of the candidates for teachers for different achievements and activities.
For the posts of lower primary (LP) teachers (up to Class IV), 5% of the percentage of marks secured in Higher/Senior Secondary or equivalent examinations, with 5% of the percentage of marks secured in D.El.Ed. or B.El.Ed. examinations or Diploma in Education (Special Education), would be added to 85% of the percentage of marks secured in the Assam Teachers Eligibility Test (ATET) or Central Teachers Eligibility Test (CTET) for LP Schools. Moreover, the candidates will get 5 marks for: (i) NCC Certificates (5 marks for “C” Certificate and 3 marks for “B” Certificate); or (ii) Participation/achievement in recognized sports at national level or beyond representing Assam; or (iii) Participation/achievement in recognized fine arts and cultural activities representing Assam at national level or beyond (organized by recognized institutions).
For the posts of Upper Primary (UP) Teachers (Class VI–VIII), candidates will get 5% of the percentage of marks secured in Higher/Senior Secondary or equivalent examinations and 5% of the percentage of marks secured in graduation. In case of candidates having ‘Major’ in any subject, the marks secured in the Major subject shall be taken into consideration, with 5% of the percentage of marks secured in D.El.Ed. or B.Ed. examination or Diploma in Education (Special Education) or B. Ed. (Special Education), 80% of percentage of marks secured in ATET/CTET for Upper Primary Schools, with addition of 5 marks for: (i) NCC Certificates (5 marks for “C” Certificate and 3 marks for “B” Certificate); or (ii) Participation/achievement in recognized sports at National Level or beyond representing Assam; or (iii) Participation/achievements in recognized Fine Arts and Cultural activities representing Assam at National Level or beyond (organized by recognized institutions)
