Ex-SP accused in Dhula rape and murder case arrested by CID

After failing to secure anticipatory bail from the Gauhati High Court on Wednesday, former Superintendent of Police (SP) of Darrang Raj Mohan Ray surrendered before the CID on Thursday.

GUWAHATI: After failing to secure anticipatory bail from the Gauhati High Court on Wednesday, former Superintendent of Police (SP) of Darrang Raj Mohan Ray, who was evading arrest even as the CID started making arrests of doctors and police officers involved in falsifying evidence in the case pertaining the rape and murder of a minor girl in Dhula in the Darrang district in June this year, surrendered before the CID on Thursday.

The CID had summoned him at 11 am on Wednesday, but Ray had not done so and had instead moved the High Court for grant of anticipatory bail. He gave himself up after the court declined to grant any interim relief

According to CID sources, evidence has been found that Ray had taken illegal gratification of Rs 2 lakh from the relatives of Krishna Kamal Baruah, the main accused in the Dhula rape-cum-murder case, in lieu of screening the accused and diluting the case against him.

Ray has been arrested in a fresh case registered by the CID under the Prevention of Corruption Act.

The sources said that the bank account statements of Ray's family, the CDR, tower location and Geo Location mapping analyses have been done in detail. After examining all the relevant witnesses, it has come to light that Ray had received an amount of Rs 2 lakh from Krishna Kamal Baruah's family through the then OC of the Dhula Police Station for protecting the accused person, the sources said.

After taking over investigation of the case, the CID found adequate evidence of molestation, murder, destruction of evidence, attempt to rape under IPC and sexual assault on a minor child under POCSO Act. Accordingly, the detailed charge sheet against Krishna Kamal Baruah was filed on September 25 last. During further investigation, acts of omission and commission during the post-mortem procedure to screen the accused were found and three doctors were arrested on November 7 last. Moreover, the then OC of the Dhula Police Station, Utpal Borah was arrested on October 31 and the then Additional SP, Rupam Phukan was also arrested on November 7.

The other accused Ashirvad Hazarika, the then Magistrate whose role has also come under the scanner, is still absconding.
