GUWAHATI: Thirty-one of the 89 landed properties of Saibar Rahman are in Guwahati – either in his or his two wives' names. The Chief Minister's Special Vigilance Cell arrested him on Tuesday.
Rahman is the Deputy Secretary of the Minority Welfare Department. He did join as the BDO (Block Development Officer) of Maibong in the then North Cachar Hill district in 2002 and continued to stay there till 2007 when the Rs 1,000-crore NC Hill scam took place, sources said.
After that, he got postings in various capacities to Morigaon, Mankachar, Kamrup, Dhubri etc.
He has two buildings in Guwahati – one at Meherban Path in Hatigaon and the other at Beltola – in his name. He has two commercial complexes at Hatigaon and lands at Gorchuk, Jalukbari etc., either in his or his two wives' names.
The Chief Minister's Special Vigilance Cell recovered Rs 32,000, gold ornaments and a pair of diamond bangles from the Beltola building and Rs 82,000, besides gold ornaments from the Hatigaon building.
According to sources, Rahman's second wife, Minakshi Rahman, fought the Assam Assembly election in 2021 on an AIUDF ticket from the Sorukhetri LAC. Sources said that she had misinformed the Election Commission of India also in her asset declaration. The investigators are grilling her.
Minakshi Rahman was a contractual employee in the Morigaon District Disaster Management Authority. She left the job in 2014.
Sources said that several other corrupt officials are also on the radar of the Chief Minister's Special Vigilance Cell.
