To establish an industry with potential for water and air pollutions, prior consents under the Water Act / Air Act from the Pollution Control Board, Assam (PCBA) are a must.

NOC is to be obtained prior to establishing any industry or process or plant. The consent to operate an industry of plant is obtained once the industry or process plant is established. The consent is given for a particular period, which is mandatory to be renewed regularly.

Before establishing/constructing a plant the proposed industry should obtain NOC. The application form for the NOC is to be submitted in duplicate through the regional offices of the PCBA along with application form fee of Rs. 100. The form is available at all PCBA offices or can be downloaded from the website – www.pcbassam.org. The amount is to be submitted as DD (Demand Draft) in favour of the Member Secretary, Pollution Control Board, Assam payable at Guwahati. The fees for all forms of NOCs are based on the total capital investment of the plants or units.
