GUWAHATI: File disposal will go on at a breakneck speed from August 5 to make Janata Bhawan (Assam Secretariat) a paperless entity from October 2, 2022.

Listening to the Mann Ki Baat programme of Prime Minister Narendra Modi at BJP's 171st booth committee office (Jiajuri Bhawan) at Juripar in Guwahati today, Chief Minister Himanta Biswa Sarma spoke on a whole lot of issues.

The Chief Minister will inaugurate a portal – Bhumiputra Mission — on August 1. Through this portal, the government will issue SC, ST and OBC certificates online within a month after online application by the candidates. Deputy Commissioners will go to the schools to provide caste certificates to students from Class IX to XII from August 1.

The Chief Minister said, "The State Government will observe the death anniversary of Lokapriya Gopinath Bordoloi (August 5) as the public welfare day. Honouring honest employees with rewards and extending their service tenures by a year will mark the day. Three officials from each district and ten officials from state-level offices will get this rare honour. The spadework (disposing of files) will start in the State Secretariat from August 5 to make the mission to transform Janata Bhawan a paperless entity a reality from October 2, 2022."

The Chief Minister said, "The Central Government has instructed the states to categorize office files into A, B, C and D categories based on their importance. The A category comprises current files numbering around 48,000. Categories B and C comprise old files that need packing for their storage for disposal after 12 years, and the D category files are too old. All such files need shredding with machines. In all, the State Secretariat has around two lakh files."

The Chief Minister said, "From October 2, Janata Bhawan will not receive any hard copies of applications and memorandums. The applicants will have to submit applications online. They can track the movement of their files online."
