GUWAHATI: The Commissioner & Secretary of GAD (General Administration Department), Government of Assam, on Monday issued a new directive making its mandatory for 100 per cent attendance of all staff in the government offices including the State Secretariat, with immediate effect. Sources, however, informed that entry of public to Janata Bhawan is still barred.
The GAD order gave the following new guidelines to be followed during the fourth phase of lockdown up to May 31, 2020:
* The State government desires the Heads of Departments, Divisional Commissioners. Deputy Commissioners, SDOs (Civil), Autonomous Bodies, Councils and Corporations to follow scrupulously the new guidelines of the Ministry of Home Affairs issued on May 17, 2020 to carry out the functions of prescribed activities in their jurisdictions considering the ground situations.
* All Gazetted Officers shall attend office to the extent of 100% strength during normal hours from 9:30 am to 5 pm.
* All staff members (Grade-Ill & Grade-IV) shall attend office with staggering work hours as follows: (a) 50% strength shall attend office at 9:30 am and leave office at 3:30 pm. In this batch, the female employees and the differently abled employees shall preferably be included; (b) Remaining 50% strength shall attend office at 11:30 am and leave office at 5:30 pm.
However, these instructions shall not apply to the officers and employees engaged in essential emergency services and those directly engaged in taking measures to control the spread of COVID-19, the order stated.
On the maintenance of protocol in respect of social distancing, santisation etc., the order said, "The National Directives for COVID-19 management in respect of social distancing, santisation etc., as laid down in the new guidelines issued by the Ministry of Home Affairs vide order dated 17.05.2020 will be followed scrupulously."
