Many Assam Civil Service officers yet to submit property details

GUWAHATI: Despite standing rules on the yearly submission of property details by government officers, it has come to light that many ACS (Assam Civil Service) officers have not submitted such information within the specified time period. The ACS officials have to submit their IPR and MPR details in the prescribed format on the portal of the Personnel Department.
The rules on APR (Annual Property Returns) state, "All officers of Government of Assam shall submit their Annual Property Returns in two separate formats: Immovable Property Returns (IPR) and Movable Property Returns (MPR) latest by 31st January to their Appointing Authority or Disciplinary Authority."
The rules further say, "All officers of the Assam Government who do not submit their IPR and MPR in time shall be denied vigilance clearance and shall not be considered for promotion, empanelment for senior level posts, deputation for foreign service, permission for foreign tours, permission for availing bank loan and NOC (No Objection Certificate) for passport. "Non-submission of APR statements shall be recorded against the 'Integrity' column in ACR (Annual Confidential Report) besides initiation of disciplinary action against the concerned officer for violating Assam Civil Services (Conduct) Rules, 1965."
There are 872 ACS officers in the State. Sources informed that as on April 18, 460 officials have submitted their IPR details for 2020 while 430 have submitted their MPR details for the mentioned calendar year. On the other hand, the 135 newly recruited ACS officers will have to submit their property details on or before January 2022.
