New panel to find solutions for the implementation of 'Assam Accord'

 Sub-committee to have maiden meet today

GUWAHATI: The eight-member newly constituted sub-committee on the implementation of the 'Assam Accord' will try to find out solutions as to how the various clauses of the 'Assam Accord' could be fully implemented by both the Central and the Assam governments and that too within a time-bound manner.

Mentionably, for carrying out threadbare discussions on the Assam Accord, the Government of Assam constituted this sub-committee on October 1, 2021. This key panel will be having its maiden meeting in Guwahati on October 28, 2021.

This sub-committee will be headed by the Minister for 'Implementation of the Assam Accord' – Atul Bora. The other members are Ministers Ajanta Neog and Pijush Hazarika as well as AASU (All Assam Students' Union) president Dipanka Kumar Nath, general secretary Sankor Jyoti Baruah, AASU chief advisor Samujjal Bhattacharjya, advisors of the students' organisation – Prakash Chandra Das and Uddip Jyoti Gogoi.

Talking to The Sentinel on Wednesday, panel member and AASU president Dipanka Kumar Nath said, "The decision to constitute this sub-committee on the implementation of various clauses of the Assam Accord was taken in the meeting held between State Chief Minister Himanta Biswa Sarma and a delegation of the ASSU on September 7, 2021'. On the occasion, Minister Atul Bora was also present.

"During the sub-committee's first meeting on Thursday in Guwahati, the panel members will discuss all angles for smooth implementation of the historic 'Assam Accord'. The sub-committee will submit its report within three months to the Government of Assam."

AASU president Nath added, "Well, the State government can take the necessary steps to implement some subjects of the Accord. During the discussions of the sub-committee, the AASU will urge the authorities concerned to implement these subjects within a specific timeframe. On the other hand, only the Union government can implement several subjects of the Accord. The AASU will ask the Central government to urgently play a proactive role for the time-bound implementation of those subjects."

The AASU leader pointed out, "We will be having detailed discussions especially on Clause-VI of the Accord. This particular Clause comprises specific arrangements to ensure the Constitutional safeguards of the Assamese people."

The Assam government's notification says that the newly formed 'Sub-Committee' will examine and prepare a framework for implementation of all the clauses of the 'Assam Accord' in general with special emphasis on Clause-VI (High Level Committee Report); Clause-VII; Clause-IX; as well as Clause-X.

The 'Sub-Committee' will further ensure updating of the NRC (National Register of Citizens), finding of solutions to the perennial flood and erosion problems of the State, rehabilitation of the martyrs' families; and also of the victims of the 'Assam Agitation'.

This panel will further evolve ways to tackle all other problems being faced by the State of Assam. A major responsibility of this sub-committee will be to also find means to tap various sectors and ensure the all-around development of the people of Assam.

The historic 'Assam Accord' was signed in New Delhi in 1985 after a six-year-long agitation across the State against the influx of illegal foreigners in Assam.
