GUWAHATI: Chief Minister Himanta Biswa Sarma has dropped a hint that the delimitation of the panchayats will follow the delimitation exercise of the parliamentary and assembly constituencies currently underway in the state.
Speaking to the media at Puthimari in the Kamrup district today, the Chief Minister said, “Talks are going on the Assam Panchayati Act in the state. Issues like whether political parties should involve themselves in panchayat polls, whether PRI should be of two tiers or three tiers in the state, if any fresh thought is necessary on the educational qualifications of candidates, etc., come up for discussion. We may shift from three-tier PRIs to two-tier ones in the state.”
The Chief Minister said, “If the delimitation exercise of parliamentary and assembly constituencies is over, we will start the delimitation process of the panchayat constituencies. If not, the areas of a panchayat will be included in different Assembly constituencies, which will create problems. If the delimitation of the parliamentary and assembly constituencies is over, we will go for an amendment to the Panchayat Act by August or September this year. If we are to protect Assam, we the Barpatro Gohains, Borgohains, Buragohains, Gogois, Kochs, Rabhas, Boros, Karbis, Morans, Mottocks, Chutias, Das, Kalitas, and all others will have to be united. Or else, Assam will be another Bangladesh. Twelve districts have already gone out of our hands.”
Earlier in the day, addressing a mammoth BJP rally at Puthimari, the Chief Minister said, “We promised to provide government jobs to one lakh candidates and have given jobs to around 80,000. We are going to advertise for the filling of 22,000 government jobs this month. Poor candidates never got government jobs in Assam without paying money. However, getting government jobs has now become easier for poor candidates as well. Only they have to prepare well for the tests, not take part in agitations, and stay away from playing cards and taking drugs. The 22,000 posts we are going to advertise are not the end of the road. We have more posts to advertise. We will extend Rs 2 lakh each to two lakh youths who are keen to start businesses. We will provide them Rs 1 lakh initially, and if they properly use the amount, we will extend Rs 1 lakh each again. We will also ask the banks to extend loans to the youths who will utilize Rs 2 lakh properly.”
The Chief Minister said that the State would go on a massive drive to plant one crore saplings on October 2 this year. He said, “Two women should buddy up to plant saplings in their respective areas. If they upload a photo of the sapling after plantation, they will get Rs 10,000 in their bank accounts. The saplings should be of sal, segun, etc., that may be useful in the future.”
The BJP workers of the Mangaldai parliamentary constituency were present at the rally. The Chief Minister said that Union Home Minister Amit Shah would address such a rally at Nagaon shortly.
