GUWAHATI: The Personnel Department of the Government of Assam has directed officials of various departments, "The senior-most secretaries of the departments will convey the details of preparatory meetings at their levels before attending meetings with the Chief Minister."

The order added, "It has been noted that officers of various departments attend various review meetings of the Chief Minister without adequate preparation. This has been viewed seriously."

Instances of such aberrations of various officials are galore. Sources informed that the CM is quite dissatisfied with the inadequate reply on projects or schemes. This has happened due to the reported "casual approach" of the senior officials of various departments on these review meetings. Hence instead of preparing the reports by themselves, many senior officials have their juniors prepare the reports for such review meetings. The fallout is that several senior officials fail to provide satisfactory replies during the meetings with the CM.

On the other hand, as the CM is well briefed prior to such meetings, the officials are caught on the wrong foot on a number of instances.

"In the preparatory meeting, the relevant HoDs (Heads of Departments), FOs (Finance Officers) and senior officials shall participate. The senior most secretary along with a small group of senior officers should be thoroughly prepared for the review meetings of the CM."
