Ruckus, adjournment of House mark Day 1 in Assam Legislative Assembly

Congress and AIUDF legislators created a ruckus in the Assam Legislative Assembly on Monday when the Speaker did not allow them to move their respective adjournment motions.

GUWAHATI: Congress and AIUDF legislators created a ruckus in the Assam Legislative Assembly on Monday when the Speaker did not allow them to move their respective adjournment motions. The unruly scene came to such a pass that Speaker Hitendranath Goswami had to adjourn the House for 10 minutes.

The Congress brought the adjournment motion on two issues: 'Encroachment of land and assault on border-dwelling residents of Assam by people from the neighbouring States' and 'Eviction of indigenous people in various places in the State'.

Citing relevant Rules, the Speaker said, "Besides the Speaker and the Parliamentary Affairs Minister, the Minister concerned should also be informed prior to bringing adjournment motions. However, in this case, the Minister concerned was not informed of the adjournment motion by the Congress, and hence it can't be allowed to be moved."

The AIUDF brought the adjournment motion demanding cancellation of the three farm laws failing which a farmers' agitation may start in Assam as well.

The Speaker didn't find any ground on the admissibility of this adjournment motion as the AIUDF brought it based on assumption, not on facts.

On behalf of the Congress, Rakibul Hussain said, "On such earlier occasions, adjournment motions were admitted even when the Ministers concerned were not informed. Why is that Rule applied today? This is an indication that the Chair wants to shut the Opposition's mouth."

Without going for details, the Speaker said, "The Congress can raise the issue through other devices. However, I can't violate the Rule."

Then, both Congress and AIUDF members rushed to the Speaker's well with placards, started shouting slogans and created an unruly scene, stalling the proceedings of the House. The situation led the Speaker to adjourn the House for 10 minutes.
