Some ACS officers casual about IPR, MPR returns

Seven months have already elapsed after the expiry of the deadline for the ACS officers to submit their annual IPRs and MPRs to the government.

GUWAHATI: Seven months have already elapsed after the expiry of the deadline for the ACS officers to submit their annual IPRs (Immovable Property Returns) and MPRs (Movable Property Returns) to the government. However, some of the ACS officers have not submitted such returns as yet.

According to sources in the Personnel Department, every ACS officer must submit his IPR and MPR returns of a year to the government by January 31 of the following year.

As of date, the state administration has 810 ACS officers. Till this afternoon, 684 ACS officers have submitted their IPRs and 626 have submitted their MPRs. Some of the ACS officers filed IPRs but not MPRs. These statistics have revealed that 126 ACS officers have not filed their IPRs, and 184 have not filed MPRs. The reason behind a section of ACS officers not filling their IPRs and MPRs is best known to them.

The non-filing of annual property returns to the government debars ACS officers from getting promotions. They also face problems while getting NOCs (No-Objection Certificates) for various purposes. Even then, a section of ACS officers is very casual in filing their annual property returns. Laxity on the part of the government is also glaringly visible. The government washes its hands of the issue just by issuing the notification for submission of annual property returns by ACS officers within the stipulated date – January 31.
