Assam Government's E-Khajana Facility Yet to Pick Up Pace

GUWAHATI: The State Government launched the e-Khajana (land tax payment through online mode) system on April 1, 2023. However, the public’s response to the system is still lukewarm. Awareness is still not a reality on this front, and a section of the rural population is not yet online-friendly. Poor internet speed in a few areas also adds to the situation.

In the age-old system of paying Khajana, the landowners paid them to the mouzadars. However, the government introduced e-Khajana to make the payment of land tax online instead of through mouzadars.

The state has two categories of districts: tehsildari districts and mouzadari districts. After the BJP government led by Himanta Biswa Sarma came to power, it introduced e-Khajana in the Tehsildari districts. Later, on April 1, 2023, the government introduced the new system in the mouzadari districts too. Already, two and a half months have elapsed, but only 34,806 landowners have registered in the e-khajana online system. Of them, 21,911 applications are still pending.

Under the e-Khajana system, citizens will have to follow a two-fold approach: registration (e-KYC) and paying land tax. The registration of citizens under the e-Khajana system started on April 1 and will continue up to June 30, 2023. Following the Agriculture Revenue Year, land tax is collected in the state on July 1 of every year. The citizens who successfully register their names in the e-Khajana system will be able to pay land tax electronically starting July 1. To register their names, the landholders will have to visit the RTPS (Right to Public Services)/Sewasetu portal or the Mission Basundhara portal, click e-Khajana, upload their Aadhaar or PAN cards, and the last khajana payment receipt. The department will verify it in three steps: mouzadar, mandal, and circle officer. The approval by the circle officer is the final step in the registration process, paving the way for the payment of Khajana electronically. The landowners will get receipts in e-mode. If a person owns land in different places, the same registration will serve the purpose.
