It is an official document that allows an Indian citizen to travel to the state which is protected under the ILP system. The document is an effort by the government to regulate movement in the areas near the international borders.
Arunachal Pradesh: ILP is required to produce the document in the check gates and entry points. For temporary visitors an ILP is valid for 7 days and can be extended. While for the citizens who are taking employment in the state, it is valid for 1 year.
A “Temporary ILP” is issued to visitors, for 7 days which can be extended to another 15 days with the possibility of extending it to one month in exceptional circumstances. “Regular ILP” can also be issued for 6 months. Visitors can also procure their ILP from Lengpui Airport, Aizwal, if travelling by air.
In the state of Nagaland the visitors can procure their ILP for 15 days and it can be extended further. The ILP can be applied online or in Nagaland houses in different cities.

Several organizations of Meghalaya demonstrated across the state demanding Inner Line Permit to be implemented in the state to protect the identity and rights of indigenous people.
It can be procured after applying either online or physically. You would require any one of the identity documents: Passport, voter's Id or driving license. In addition, passport size photo and address proof is required.
The Bengal Eastern Frontier Regulation Act (BEFR), 1873, got amended and therefore, Assam can't have the ILP system. Originally, districts of Assam Kamrup, Darrang, Nowgong (now Nagaon), Sibsagar, Lakhimpur, and Cachar were included in the Act that grants ILP.
The Clause 6 committee had demanded for introduction of ILP in Assam but the Assam government turned down the suggestion.
The Meghalaya Assembly had adopted the resolution for introduction of ILP in the state. It is pending before the Union Home Ministry.
