Himanta Biswa Sarma raises concern; seek re-verification for fair NRC

Guwahati: Soon after the declaration of the final NRC list on Saturday, State Finance Minister Himanta Biswa Sarma twitted that the names of many Indian citizens who migrated from Bangladesh as refugees prior to 1971 have not been included in the NRC because authorities refused to accept refugee certificates.

He also mentioned in his tweet that many names got included because of manipulation of legacy data as alleged by many. “I reiterate that as requested by Central and State governments at least 20% re-verification (bordering districts) and 10% re-verification(remaining districts) should be allowed by Hon'ble Apex court for a correct and fair NRC,” Himanta Biswa Sarma tweeted.

Meanwhile, AASU also expressed their dissatisfaction over the final figures in the NRC list and will appeal against it in the Supreme Court.

AASU is a signatory to the Assam Accord, a 1985 document that provided for "detection, deletion and deportation" of illegal foreigners from Assam.

It may be mentioned that the process of NRC Update was started in the state of Assam as per the order of the Supreme Court of India in 2013. Since then, the Apex Court has been closely monitoring the entire process. The process of NRC update in Assam differs from the rest of the country and is governed by Rule 4A and the corresponding Schedule of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.

These rules have been framed as per the cut-off date of 24th March (Midnight), 1971 decided as per Assam Accord. The process of receipt of NRC Application Forms started during the end of May 2015 and ended on 31st August 2015. A total of 3,30,27,661 members applied through 68,37,660 applications.
