GUWAHATI: In the last three years, Assam has recorded 88 custodial deaths, both police and judicial. This is the highest figure among all the north-eastern States.
According to data of the Ministry of Home Affairs based on cases registered by the National Human Rights Commission (NHRC), Assam recorded 5 police custodial deaths and 30 judicial custodial deaths in 2018-19; 2 police custodial deaths and 32 judicial custodial deaths in 2019-20; and 1 police custodial death and 18 judicial custodial deaths in 2020-21. The number of custodial deaths is highest in Assam compared to the other States of the Northeast.
Arunachal Pradesh recorded 13 custodial deaths in the last three years. These include 2 police custodial deaths and 6 judicial custodial deaths in 2018-19, only 2 judicial custodial deaths in 2019-20 and 1 police custodial death and 2 judicial custodial deaths in 2020-21. Manipur recorded 7 custodial deaths. These include 3 police custodial deaths in 2018-19; 2 police custodial deaths and 1 judicial custodial death in 2019-20; and only 1 judicial death in 2020-21.
Meghalaya recorded 15 custodial deaths in these three years. These include 3 judicial custodial deaths in 2018-19; 1 police custodial death and 4 judicial custodial deaths in 2019-20; and 2 police custodial deaths and 5 judicial custodial deaths in 2020-21. Mizoram recorded 9 custodial deaths. These include 1 police custodial death and 4 judicial custodial deaths in 2018-19, only 1 police custodial death in 2019-20 and 3 judicial custodial deaths in 2020-21.
Nagaland recorded 7 custodial deaths. These include 5 judicial custodial deaths in 2019-20 and 2 judicial custodial deaths in 2020-21. Tripura recorded 13 custodial deaths. These include 5 judicial custodial deaths in 2018-19; 1 police custodial death and 6 judicial custodial deaths in 2019-20; and only 1 judicial custodial death in 2020-21.
